National Aeronautics and Space Administration selected the Hughes Aircraft Company to build a computer data base containing all information known to scientists about the earth. TRW was the other company considered. The 10-year contract will build a data and information system for the Earth Orbiting System. The program, which will collect environmental data from satellites, is expected to cost NASA about $3 billion, according to a General Accounting Office report.

The company's proposed cost of the project is $685 million, but the final value of the contract will be determined after payment negotiations begin in January. The data base will be used in part to determine public policy decisions affecting the ecology of the earth, like global warming trends, the company said.

The focus is on continuous improvement of the software development process and the deployment of that process from a single organization at Fullerton, California, to virtually all the 5000 software engineers of Hughes Aircraft. For this achievement, the widespread deployment of a continuously improving software process, Hughes Aircraft was awarded the 1997 IEEE Computer Society Software Process Achievement Award. PDF
